Public consultation process

How will you capture feedback and engage with the community?

In Autumn 2024 we will be undertaking a public consultation in order to engage with the community to get feedback prior to the submission of our planning application. Alongside the public consultation will be a dedicated project website (dicklovettj16.co.uk), a public consultation and nearby residents will receive a newsletter about the plans and further information.

Who will decide whether to grant planning permission or not?

Planning permission will be decided by Wiltshire Council following the submission of the application.

When do you expect to submit an application?

An application will be submitted following the consultation period and once all responses have been reviewed and considered in detail. We expect to submit an application by Winter 2024.

Where is the site?

The site is located in a strategic location that does not impose on nearby residential areas just off the M4 at J16. It is on land off Swindon Road (A3102) and lies across the road from the entrance to North Wiltshire Crematorium.

What do the proposals include?

The proposed project covers approximately 6 acres of developed area with approximately 4 acres of green space and will accommodate a BMW MINI showroom and a Bodyshop. There will be 154 car parking spaces for staff and customers, including eight accessible bays and 18 EV spaces.

On the circa 4 acres of green land there will also be landscape and biodiversity enhancements, including significant biodiverse soft landscaping and planting of trees and hedgerows, ensuring that the site supports local biodiversity and blends sympathetically into its surroundings.

What else will be on site?

On site, there will also be:

  • Ample space for BMW MINI used car displayed.
  • A clear site access with easy routes for deliveries and transporters.
  • An eight bay wash and valet facility.
  • MOT and wheel alignment capabilities, ensuring a one stop shop for all your motoring needs, ensuring vehicles do not have to be taken off site at any one time.

How will you access the site?

Access to the site will be via Swindon Road (A3102) with a traffic light controlled junction. This will provide safe access to the site.

What are you doing to minimise visual impact?

The development has been conceived to result in minor landscape and visual impacts. Buildings will be well set back from the road and screened by trees and greenery Our proposals will see to minimise the visual impact as much as possible through the design process, which will utilise green roofs across the site to sympathetically blend the new buildings into the broader landscape.

As part of our planning application we have prepared a comprehensive Design & Access Statement and Landscape Plan which sets out our approach to design as well as the variety of measures, including screening and significant levels of new planting, which will be included in our plans in order to minimise the visual impact to residents in the immediate area and passing motorists.

Ecology and biodiversity

What are the impacts on the local environment and biodiversity?

Biodiversity enhancements proposed as part of the development include tree planting and hedgerows and wildflower planting. As a result of the extensive landscaping enhancements taking place on site we are committing to at least 10% biodiversity net gain.

What environmental assessments and improvements will there be?

A number of environmental assessments and surveys have helped us to understand what the likely impact of the proposals would be on local flora and fauna and where mitigation measures are needed, including screening to minimise visual impacts or planting to support or improve existing habitat on the site.

Have you considered the impact of flood risk as a result of the proposals?

There is no increased flood risk as a result of the proposals. Where permanent hard surfacing is required, extensive assessment will be undertaken, with mitigation provided to ensure that there is no net increase in flood risk.

Additional considerations

Will the site generate noise?

The site will generate limited noise during operational hours. As part of the application process we have completed a noise assessment which has identified that, as a result of the background noise generated by the M4 motorway and surrounding activities, the noise created by the day to day operation of our site would not negatively impact residential amenity.

How long will construction take?

Should planning permission be granted we anticipate that construction will take approximately 15-18 months.

How will you prevent negative impacts of construction (Noise, dust etc)?

Prior to commencement of construction on the site we will agree a Construction Environment Management Plan. This will set out how we will seek to manage issues like noise and dust and outline what mitigations we will put in place in order to do this.
